A man was later arrested, and footage from the scene shows uniformed officers pressing him to the ground as crowds scatter. The prime minister was visiting the area to support one of his party’s candidates participating in a local election. Last year, former Prime Minister Shinzo Abe was assassinated while making a campaign speech, prompting a review of security for politicians.
